Paul is a federal technology executive and enterprise modernization leader with more than 25 years of experience designing, modernizing, and scaling complex technology platforms across government and commercial environments. His career reflects a consistent ability to translate complex technical requirements into practical, scalable solutions that support operational performance and mission outcomes.
In his role at OSC EdgeTech, Paul supports the company’s growth strategy, solution development, technical capture, and delivery of mission-focused IT, cybersecurity, cloud, and modernization solutions for federal and defense customers. His responsibilities connect technology strategy with customer requirements, helping shape solutions that are secure, sustainable, and designed for real-world mission environments.
Paul brings deep expertise in enterprise architecture, system modernization, cloud migration, SaaS platform architecture, data and analytics, large-scale systems integration, DevOps, cybersecurity coordination, proposal architecture, and technology strategy. He is known for simplifying complex systems, improving scalability, reducing cost, and ensuring that technology decisions remain aligned with business, operational, and mission priorities.
Throughout his career, Paul has supported more than 50 proposals, requests for information, and technical white papers and has influenced more than $200 million in federal programs. He has served as a solution architect and technical lead for major federal proposals and recompetes, including modernization efforts supporting U.S. Air Force logistics systems used across hundreds of installations and global mission operations.
Before joining OSC EdgeTech, Paul served as co-founder and chief technology officer of a commercial SaaS company supporting automotive service businesses and enterprise fleet customers. In that role, he led product strategy, platform architecture, engineering, infrastructure, pricing, partnerships, and overall technology direction, helping expand the platform to more than 500 customer accounts.
Paul also spent nearly two decades with NTT DATA Federal Services and Keane Federal Systems, where he served as an associate director and enterprise architect supporting major U.S. Air Force logistics modernization programs. This combination of federal and commercial experience gives him a broad perspective on building technology platforms that must be secure, scalable, reliable, and responsive to changing operational demands.
Paul earned an MBA in Information Systems and Electronic Commerce and a Bachelor of Arts in International Relations and Economics from Georgia State University. His professional recognition includes the Federal 100 Award, two NTT DATA Public Sector Distinguished Service Awards, and presidential recognition for work supporting national bioterrorism response systems following September 11. He is also a published co-author and has presented at defense and technology industry conferences.
